Merging Patient and Staff Safety Programs and Activities

JCAHO and OSHA have had a collaborative relationship for several years. The intent of the relationship has been to stimulate hospital safety officers and leaders to work to identify opportunities to use OSHA’s expertise and wealth of knowledge and program development resources for occupational safety into the hospital specific program. However, changes to the Environment of Care standards, JCAHO standards, and risk assessment requirements can be confusing to today's facility manager.
Join us for this 90 minute audio conference as we focus on the problem hospitals face when working to integrate the traditional Environment of Care worker or environmental safety program with the newer Patient Safety program as is addressed in the Leadership and Environment of Care standards of the JCAHO.

Learning Outcomes
- Describe the minor but significant change to the EC standards a involving the reworking of the language addressing risk assessments.
- Distinguish between Job Hazard Analysis and JCAHO's proactive risk assessment requirement
- Evaluation of the competence of staff at a time after education and training;
- Collection and analysis of data for issues like the medical alarm goal;
- Evaluation of the clinical knowledge, clinical judgment, and technical skill of physicians and now for 2006 any office staff such as a physician assistant they bring into the hospital to work with them at the time of initial appointment to a medical staff, at the time of reappointment, and when a physician or allied health member of a medical staff requests additional privileges that involve the use of new technology.
- Evaluation of the clinical knowledge, clinical judgment, and technical skill of nurses, therapists, and other clinical care employees at the time a new clinical service is being designed. This is done to assure that the first patient cared for, treated, or served with a new technology or in a new care setting faces the lowest possible risk.

Ode Richard Keil, MS, MBA, CCE is the Director of Quality Management and Performance Improvement for Provena Mercy Center in Aurora Illinois. He is also the President of The Ode Keil Consulting Group. Inc. Mr. Keil manages several departments of Provena Mercy Center including Quality and Risk Management, Patient Safety, Medical Staff Affairs, Infection Control, and the Care Management group. He consults with hospitals across the country on JCHAO and regulatory compliance issues.
His previous work experience includes:
Eight years as Vice President of Safety Management Services, Inc., a consulting firm specilizing in environment of care issues; Thirteen years as Director of Plant and Technology Management for the Joint Commission on Accreditation of Healthcare Organizations. During his tenure with the Joint Commission, he developed the Plant Technology and Safety Management (PTSM) and Management of the Environment of Care (EC) Standards. Mr. Keil also designed the current survey and accreditation process associated with these standards. Six years managing biomedical equipment management programs for both hospitals and independent service companies.
Mr. Keil is a well-known expert in the areas addressed by the JCAHO standards for managing the environment of care. He has taught survey process and standards to Joint Commission surveyors and is internationally recognized as an expert resource and teacher in the areas described by the PTSM and EC standards. Hehas also served on committees and boards of many important healthcare organizations including AAMI, NFPA and ASHE, and has served as a member of many government panels and task forces at the state and national level.

He continues to be one of the most popular speakers in the southeast on OSHA, EPA, HIPAA, and management topics for healthcare providers conducting over 50 full-day seminars per year for the University of North Carolina , Duke University , East Carolina University , the Virginia Hospital and Healthcare Association, and the American Hospital Association among others. From 1981 to 1994, he was Corporate Environmental Manager for Carilion Healthcare System and was awarded the prestigious American Hospital Association's by the American Society for Healthcare Environmental Services (ASHES) in 1989. He was a founding member and charter Board Member of ASHES and has served on environmental committees for the American Hospital Association and the Virginia Hospital and Healthcare Association. Steve was appointed to the Virginia Chamber of Commerce, the Natural Resources Committee, and has served on the Commonwealth of Virginia 's Infectious/Radiological Waste Committee and the State Air Pollution Control Board's Committee for Developing Medical Waste Incinerator Air Emission Standards and for EPA's Title V requirements. Steve holds degrees from Radford University , East Carolina University (non-healthcare related), and New York University (non-healthcare related).
