Ambulatory Care Facility Planning and Design

This presentation will explore the "From Thought to Finish" steps of developing an Ambulatory Care/Ambulatory Surgery Center. Attendees will learn the important pre-project steps of Strategic Fit, Owner Readiness and Financial Feasibility as well as those activities that take place during the design, construction and opening phases.

Michael E. McGinnis
Principal
Quiring Medical

Michael E. McGinnis is a Principal in the firm of Quiring Medical a firm providing financial, strategic, development management and operating assistance to hospitals, non profit organizations and medical groups. Prior to his consulting work, Mr. McGinnis served as Executive Vice President and Chief Operating Officer for Community Medical Centers, the largest health care delivery system in Central California . He also served as the Chief Executive (COO) for CMC's Community Medical Center-Clovis, a 100 bed acute care facility located in Clovis , and previously as CMC's Chief Financial Officer. He has held healthcare senior management positions since 1981.

During his career, Mr. McGinnis has focused on the strategic, financial and capital planning of hospitals and health systems, in the operations of an acute care facility and most recently as a consultant to various healthcare providers. During his career he has also been responsible for managed care contracting with both private and public payers in a heavily penetrated managed care market.

Mr. McGinnis has played a leading role in the redesign of a complex, multi-facility provider into a patient focused organization. He has also lectured nationally on the redesign of finance departments as well as organization wide whole system redesign and alternative real estate financing.

Lori Ruffner, RN

Lori Ruffner is a Registered Nurse and experienced Health Care Leader with over 30 years of success in hospital management and operations.

Trained in the U.S. Military, she became a perioperative nurse and then earned a Bachelors Degree in Health Science. Over the years she has held multiple roles as nurse manager/director of perioperative services where she was integral in the planning and designing of several ambulatory surgery centers, both freestanding and hospital based. Most recently she served as Chief Executive Officer of Community Medical Center – Clovis, Clovis, California where she was instrumental in the development of a facility based, Outpatient Care Center equipped with admitting/registration, outpatient imaging and lab services, 6 operating rooms, 3 endoscopy suites and pre-op and post operative units.

Stephen J. Short, AIA is Principal of the firm Stephen J. Short Planning, LLC.  Mr. Short has over 36 years of experience in detailed space programming, planning, and design for a wide range of Medical Facilities.  His experience includes planning and design services for 59 Hospitals and Medical Centers , 28 Medical Groups and HMOs, and dozens of Private Physician Practices.  Mr. Short is known for his unique hands-on reputation and skill at working closely with medical personnel to plan a project “before their eyes”.

Mr. Short holds a BA and Masters Degree in Architecture and is a licensed architect in California , Nevada , and other states.  He is an Emeritus Member of the American Institute of Architects, and the AIA California Council/Health Facilities Policy Committee.
